Tensions rise in a small coastal town in the south-west of Ireland when a Norwegian energy company proposes to build an offshore wind farm. Environmental Compliance consultant Kate is sent to the West Cork town of Carrigeen on an undercover mission to dispel local objections, before the appeals deadline elapses. With her promotion and a transfer to Oslo hanging in the balance, Kate struggles against the protesters, finds unlikely allies, and is thrown off guard by the reappearance of a figure from her past.
